Description¶
Pathwarden straddles the Golden Path — the ancient trade road that runs from Greystone through Velmere to Ironridge — and every wagon, caravan, and pack mule moving goods along that route passes through its gates. The city is built around commerce and the taxation of commerce. Imperial customs houses line the main thoroughfare, and the smell of the place is ink, livestock, and spiced goods from a dozen provinces.
The streets are wide enough for two loaded carts to pass abreast, and they stay busy from dawn until well after dark. Merchants from Greystone haul grain and timber east. Iron-Guilds traders bring Erythium-forged tools and machine parts west. Tirael goods arrive from the river docks on the southern edge of town. Everything is weighed, assessed, taxed, and stamped with an Imperial seal before it moves on. The customs officers answer to the Imperial Revenue Authority in Valtharion, and they take their work seriously — a single unstamped crate can result in a merchant’s entire shipment being impounded.
The relationship between the merchants and the tax collectors is one of constant, low-grade hostility. The Empire has raised tariffs three times in the last decade to fund military deployments, and each increase has driven more trade into unofficial channels. Smuggling through Pathwarden is an open secret. The customs officers know it happens. The merchants know the customs officers know. The bribes flow in both directions, and the Trade Guild Council mediates disputes when the arrangement breaks down — which it does, regularly.
Key Features¶
- Golden Bazaar: A sprawling open-air market that fills the city’s central plaza and spills into the surrounding streets. Stalls sell everything from Greystone grain to Everbright Silk to Ironridge metalwork. The Bazaar operates on both Imperial Coin and Trade-Bars — standardized ingots of base metal that merchants prefer for large transactions because they are harder for the Revenue Authority to track. Pickpockets, con artists, and unlicensed money-changers work the crowds alongside legitimate traders. The city guard patrols the Bazaar but is chronically understaffed.
- Trade Guild Council Hall: A stone-and-timber building where the Guild Council — representatives of the major merchant families and trade associations — meets to settle commercial disputes, negotiate tariff exemptions, and lobby the Imperial Revenue Authority for favorable terms. The Council has no legal authority under the Codex Solaris, but in practice its decisions carry weight because the alternative is letting the customs officers make all the rules.
Role¶
Pathwarden is the choke point of Velmere’s economy. Whoever controls the Golden Path controls the flow of goods between three provinces. The Empire understands this, which is why the Revenue Authority maintains its largest field office here. But the merchants understand it too, which is why Pathwarden has quietly become the one place in the Ivory Plains where Imperial authority bends — just slightly — to the pressure of coin.
